Question:Custom Ringtones Show Up in iTunes Folder but Not on iPhone

Ive recently upgraded from a 3GS to a 4G. I have a few custom ringtones that I created from .MP3 files (converted to .m4r files). I had these same ringtones installed on my 3GS and want them on my 4G.
I transferred to my 4G by dragging them from the Windows folder to the iTunes device folder. The 5 ringtones show up in iTunes under the Ringtones folder. Only one of them shows up on the phone as being transferred.
I had done this a couple of days ago, and noticed then that only one ringtone was being shown under Custom Ringtones on my phone. Tonight, I uninstalled them all, rebooted my phone, and then re-dragged the files as per above. Again, all show up in the folder on the iPhone in iTunes, but one shows up on the phone. This is now a different one than a couple of days ago.
Soooo... what can be causing this? The files are apparently on my phone, but not appearing in the usable list. I need some help in resolving this. Ive looked through these forums and seen similar issues. There doesnt seem to be a proper way to do this. I manage my phone manually, and have not done a sync with the ringtones as they show up in the folder... (I dont really see the need to sync if theyre appearing in iTunes as on the phone).
Thanks!

Ive just tried adding my first custom ringtone to my iPhone 4 and it wont transfer to the device.
I see it in my iTunes as a ringtone and iTunes allows me to select it for syncing but its not going over.
Edit: I took a closer look at iTunes and realized there was a tiny exclamation mark beside the item. The error message told me iTunes couldnt find the ringtone. I moved it to the Ringtones folder within the iTunes directory and its all good now.

Thanks Lillian261164,
I dont see any exclamation mark so I only can assume that its installed on my phone as per my original post. Just to be certain... my ringtones appear in iTunes (on the left-hand pane) under:
Device -> iPhone -> Ringtones
Do I need to have these in my Library as well? Do they need to be transferred from there?

Yeah, for me the problem seemed to be that it hadnt made it into my Library. I could see it in iTunes but that was just a leftover from when Id originally played it.
Once I put the files in that folder within my Library (via my hard drive and all the iTunes folders), it was transferred over just fine.

I searched my iTunes Library via Windows Explorer and cant see a folder called Ringtones. Where did you find that folder? What was it called exactly? (I assume it was ringtones).

Thanks for explaining this! It worked once I created that folder and added the ringtones there. I guess the phone needed the files to be in the Library.

please check to see if your view of the ringtones folder is turned on.
in iTunes, go to edit in the menu bar and then select preferences. is the ringtones folder checked in the sources list?
