My iPhone 3Gs running IOS4 has a faulty on/off/power button, i.e. it doesnt work to power the phone on or off.
I use the lock function to put it to sleep but without the use of the on/off/power button, is the phone in danger of still working if it only locks?
What Im most worried about is that when I go abroad, if I cant shut the phone down via the on/off/power button, is there any danger that I may incur data charges because Safari is still trying to access the internet?
Also, as it is no longer under warranty, does anyone know how much it would cost to repair the button?

Safari wont access the internet when not activity being used to browse the web - open web pages are not updated or refreshed in the background. When leaving Safari, the app is placed in a suspended or frozen state.
Apple offers an out of warranty or not covered under the warranty repair price, which pays for an exchange for the same model at a significantly reduced price off the full retail sales price. The cost in the U.S. is $199 plus applicable sales tax. The same is available in the UK. You can make an appointment at an Apple store if there is one nearby.

So just for clarification, when the phone is locked its as good as being off and there is no danger whatsoever of incurring charges due to the phone accessing the internet to update pages or trying to download data?
Is there any occasion when the phone would be better switched off than merely locked?
And if I were abroad, would it be a good idea to disable the EDGE settings so that I dont accidentally download data by trying to connect to the internet?

This is not what I said - not even close. You specifically asked about Safari and nothing else. Safari will not update an open website in the background.
If you are accessing an email account with Push access for received messages and Push access for received messages is enabled with the account, when a new message is received at the incoming mail server for the account, the message will be pushed to the iPhone automatically regardless if the iPhone is locked. If you are accessing an email account or accounts that dont support Push access for received messages and you have the Fetch setting set to automatically check the accounts for new messages, any new messages will be downloaded regardless if the iPhone is locked.
Locked means the iPhones screen is off.
If you are using any 3rd party app that provides Push notifications and you have Push notifications enabled for the app, Push notifications will be received by the app in the background when there is a notification to be sent for the app.
If you want to ensure no data or internet access when abroad, Data Roaming is off by default with the iPhone and if your iPhone is running iOS4.0 or later, you also have the option to turn Cellular Data off, which prevents data or internet access via the cellular network entirely.
Im not sure about any occasion when the iPhone would be better switched off than merely locked. The only occasions that come to mind is when taking off and landing when instructed to do so by the flight attendant, when attending a funeral or church, or when instructed or asked to do so any place else. The iPhone isnt much good when off - not unless you dont need or want to use it for anything. To prevent placing and receiving calls, the same for SMS/MMS, and internet access via the cellular network but you want internet access via an available wi-fi network, you can enable Airplane mode followed by turning on wi-fi access. All other iPhone radios will be disabled but you can use the iPod and have internet access via an available wi-fi network.

I think I understand now, what the main dangers are when roaming abroad and how to set the phone up to prevent the phone from downloading data via the internet or an application that supports PUSH.
Normally on my phone, Data roaming is set to OFF and although I have PUSH set to ON, my emails never seem to be updated, so I can probably say that the app that supports my email account, does not support PUSH. I also have Fetch new data set to manual.
Regarding the on/off switch, it does make me wonder why I fretted so much when it broke.
Although, having said that, I have yet to have to perform a reboot by holding the power button and home button together.
Presumably, that would prove problematic if the power button doesnt work!
Would that be the only downside then, given what you have written in your last paragraph?

With the iPhones Mail app, the following email accounts support Push access for received messages.
A Yahoo account created with the iPhones Mail app using the Yahoo account preset.
An Exchange account. A Gmail account and a Hotmail account can be created/accessed as an Exchange account with the iPhones Mail app.
A MobileMe account.
If not one of these accounts, Push access for received messages does not apply.

If the on/off button does not work for an iPhone reset, that could eventually be a problem if there is a problem that would be resolved by powering the iPhone off and on or by doing a reset.

The only way to do an iPhone reset, which is similar to a computer restart is by pressing and holding the home button and the sleep/wake or on/off button simultaneously.
